Thermalright Phantom Spirit 120 SE CPU Air Cooler

I was wondering if this air cooler is of good quality and will be properly equipped to cool my CPU (as well as preventing thermal throttling and having stable/very good performance). If not, any other recommendations that is at an appropiate price range, as the computer bundle is gonna break the bank 😭. Maybe an AIO, but I've been worried about the amount of posts that the AIO broke and leaked out to the other components (though I have a 120mm AIO in my PC rn)

Also, what GPUs could I realistically put in here? I was hoping to put the 5070 TI when I upgrade in the near future, but I realize there would not be a lot of room for the 3 fan GPU, let alone a 2 fan GPU in here. Currently, I have a 3060 ti and it almost doesn't even fit in here.
