Where can I travel abroad and live on $1,000 a month?

I am writing this for a friend. She is currently on disability and living off of $1,000 in total income per month. She would like to know what countries or parts of countries would she be able to live on $1,000 a month including providing healthcare, housing for her and her dog, and living expenses.

Where does your friend have the legal right to live? You can't just move to any country you like. All countries require you to have a visa to live there.
If you're asking "which countries can my friend get a visa without a job, and with only $1000 of passive income?" her choices are very few. Portugal, Panama, and Colombia are the only countries that come to my mind.
Those 3 countries will issue someone a visa to live on their passive income, and the minimum requirement for that income is very close to $1000.
But there are some caveats for your friend:

This also depends on visas. Cambodia, Nicaragua, and Paraguay all have options at that level.

You can't just show up in a country and live there. You have to qualify for legal residence, which is hard to do with so little money. Moreover, she would likely lose her disability payments if she went abroad.
