Because sportswashing is the greatest trick the devil... Trust me. The offence isn't that bad. It's the correct punishment for stupidity but it's not as bad as perceived. It's a game and they tried to get a edge. End of.

The FA youth cup final is normally played in the home drawn teams main stadium. A few years ago there were around 66,000 people at Old Trafford to watch the final. This year Man City were drawn the home team and opted to play in their 7,000 seater youth team stadium and didn't sell out their allocation.

Yes because what you're meant to do when you're caught cheating is to call a huge press conference where you spend an hour and a half explaining more about the team you spied on than that teams manager even knows and just come out looking like an absolute chad, the club get fined and you just go "I'm a super chad ill pay the fine since no rule way broken!"
One small problem being that there is a rule now and it was broke, kind of ruined the whole thing really.
