There are 2 times where she used her telepathy to give information to Picard/Rider that wasn’t immediately obvious. The first time she told Riker some aliens were hiding their intentions and were actually hostile, she was promptly ignored and Geordi was captured narrowly escaping. The second time an away team was on a planet and a bomb blew up, Troi sensed there feelings and told Picard to beam them to the ship. For some reason Picard first asks the away team what’s happening.
The writers really hated her doing useful things with her powers.
In complete fairness, the writers were struggling from the beginning to generate dramatic tension with all the rules Gene imposed upon them. Which is compounded by the fact that, on a show with a supersmart android, a guy with vision across the entire electromagnetic spectrum, a Klingon warrior, and the survivor of a hell planet, Troi's powers might actually be the most OP if used halfway-decently. In the example you just mentioned, she detected minute fluctuations in people's emotions from orbit. Pair Data's research and analysis with Troi's senses, and in principle the Enterprise should be impossible to surprise.

The crew was supposed to be apex virtuous humans without foible or weakness, because they were supposed to be beyond such petty things as envy, greed and pride. So, also no conflict within oneself for any of the cast. And the Federation was supposed to resort to violence only as an absolute last resort; they don't shoot, they negotiate. So, also minimal conflict with other species.
The writers did create drama, but it was as much relaxing some of Gene's rules as it was figuring out how to work within those constraints.
While I get the joke and it is funny there is some use to that. There is a difference between someone attacking with hostility or someone attacking with fear. Fear can be managed and peace cna be found while hostility is much hard to face and may not be malleable.
