Cops usually dont solve crimes. A significant portion of all crimes committed go unsolved, even murders. Odds are that someone you know or are close to will be the person to turn you in, rather than the cops figuring out its you
We’ve been brainwashed into thinking all cases get the million dollar treatment by crime procedural shows. No one is combing the carpet for semen in real life.
I do think Allen most likely was the Zodiac Killer, but there are some things in the minus column for him as well (no DNA match, fingerprint/palm print didn't match).
That being said the quality of the DNA sample being compared against has been called into question.

yep. "homicide clearance rate," which isn't a conviction it just means the cops arrested a suspect, is typically under 33% and frequently under 20%
in the first dexter novel one of the reasons he picks miami is because their clearance rate is so low lol
