I'm torn between upgrading and waiting it out to build a new PC - looking for some opinions

Hey guys,
I'm looking for opinions here on whether I should look to upgrade my CPU/GPU or whether I should try to stick it out for a little longer and build a new PC altogether. Any advice is appreciated.
My set up:
CPU: Ryzen 5 5600X
CPU Cooler: Noctua NH-U12S Redux
GPU: RTX 3070 8GB
RAM: DDR4 32GB 3200 CL16
Mobo: Gigabyte B550 Aorus Elite AX v2
PSU: 750W beQuiet Pure Power 11
Case: beQuiet Pure Base 500DX
Why do I want to improve performance:
I like to watch videos on my second monitor when I play games. However most games start to drop FPS whenever I watch videos in full screen on my second monitor. I also play some games on my 4k TV and as you could imagine, especially modern games don't exactly run as smooth as I would like them to. Most games are playable with DLSS, e.g. I played most of GoW Ragnarok on my TV and while I made it work with DLSS and tuned settings, but I could still tell that I have to give up visuals for performance, Especially modern titles with heavy workloads have to be played with a lot of visual and/or performance compromises. It just about works for now, but I'm not entirely happy with it either.
What am I looking for:
Maybe a 5070ti and maybe a Ryzen 5800X? Would realistically set me back like around 1100€+-. I've been on the lookout for 5800x3d/5700x3d, but there's no chance I'd be able to get one for a reasonable price. Made me feel stupid when I passed on a new 5800x3d for 320€ because I told myself "I'll buy it when the price drops below 300€".
On the one hand, investing into the AM4 ecosystem seems like a stupid idea, on the other hand, investing into a new plattform altogether seems just as stupid, given the current pricing situation. Also I know that the B550 only supports PCIe gen 4, but according to test results, this shouldn't amount to much performance loss over PCIe gen 5.
What's your opinion/advice?

There are credible rumors that AMD is going to re-release the 5800X3D for the AM4 10th anniversary. It might be worth waiting to see how that pans out.

Oh wow, thanks a lot that wasn't on my radar at all. I'll definitely be looking out for that.

Do the GPU first. 9070 XT or 5070 Ti. The CPU should still be fine (I ran a 5600 with a 4070 Ti Super), albeit doing something should be on your 1-2 year radar.
When the rerelease happens, you may want to 5800X3D depending on the MSRP or just migrate to AM5.
If you must with the CPU: I'd pick one of these options.
You can probably dump the CPU/mobo/RAM for ~$330 and that leaves you about $270 short for 7600x/9600x, 2x16GB, and an AM5 motherboard at their usual best prices.
Alternatively, dump the CPU/mobo for $190 and pick up a DDR4 LGA1700 + 14600KF for $330 ($140 out of pocket). It should be fairly on par with a 7600x/5700x3d/5800x3d (may perform marginally worse than some), but unlike AM5 it has "no room up."

Yea, for sure GPU first. Tbh I was worried that the 5600X could bottleneck the 5070ti too hard, which is why I included the CPU upgrade (also given it's pretty cheap all things considered).

If you’re playing on 4k, there’s absolutely no reason to upgrade your CPU. Get the 5070 Ti and call it a day.

3070 is a good card and my buddy has the 5600x with his 4090 and he says he doesn’t have issues. Honestly keep what you have. If you see an amazing deal, jump on it.
