Can I theoretically put flex tape over the back of the battery to increase the water resistance rating temporarily, it's ipx4 already but I thought it might be wise to carry the tape if it really starts coming down

If the battery is on the bike like in the picture, not too much of an issue. These batteries are usually made to withstand indirect, low pressure water. The battery shell has flutes much like gutters on a house which will shed excess water. Perhaps not best to stay out in the rain for extended periods, but shouldn't need a cover if its in the bike. More likely to get water inside from a loose rubber frame gasket than the shell.
However, it's also good to dry it off and clean debris from the flutes after you make it to your destination.

Some di-electric grease on the bike/battery contacts will help with water resistance where it matters. If the brand is legit with the ipx4 rating then it'll be able withstand pretty much anything other than a direct pressure washer or throwing it in a lake.

So I just load up the bike/battery contacts with dielectric grease and it'll be good?

Yeah. That's all I've done. Just a little bit on each end and then make make em kiss. Depending on where ya live if its supper dusty you may want to check it occasionally and replace the grease if it's getting too dirty.

You know they make covers for ebike batteries right? Some are by the manufacturer of the bike too. Some are more for cold weather but I'm sure there's more. Even if not probably smarter to get a small tarp and just Bungie it around the battery.

If water is the concern, maybe a combination of vinyl wrap and taping it. Less sticky residue and slightly improved water resistance

Water is notorious, absolutely notorious for finding any flaw in craft or construction. If it exists water, particularly water being sprayed at 20 mph is gonna find the slight wrinkle or bubble or area where it's worn and lifted...
And then you've got water trapped. Pure corrosion and water ingress nightmare.
Let alone the residue nightmare that is going to come from using it and cleaning it up... That residue is going to find every single bit of dirt, dust, grime and pollen and completely ruin the feel and look of your bike battery.
So yes it may help.
But heavily on the MAY and questionably on the 'help'
