Montenegro without a car- tips?

I'm coming next week to Montenegro from Albania, can I deal without a car?
I wish to visit some beaches near Petrovac, Sveti Stefan, Budva, hike a bit at Zabljak, then Kotor bay.
Are there buses going to these places easily? Can I stay around Budva and get to the near towns?
And the north hiking, are there buses to there?
If not, would love to hear car rental tips, I'll probably want to rent at Budva and return it at Kotor

There are public busses along the cost from Budva which are 2,50 euros and come every 10-15 minutes, and there are 2 busses to Zabljak im pretty sure, the past two summers I went there by bus around 9 am from Budva, however the bus does take a few hours extra since it takes a lot of stops so I would plan an overnight trip if you are planning to hike in zabljak

There are buses between towns, especially in summer, something like every 30 mins, along the coast. Don't know how often they go from the coast up north, but probably several times a day also. You could stay in any coastal town and use it as a base for exploration of other nearby coastal towns, but to hike in the mountains of the north, you better stay somewhere north close to the mountains.

Montenegro is a small country, but there is so much to see — from the coast all the way to the north. A car is definitely useful, and it is more cost-effective to rent one than to pay for transfers every day.

look I have never been but I know from Greece you may need to go through more than one spots to find space so a car rental may be ideal. Maybe one beach you wanna go is full of waves and you find a calmer one 2 areas down, but depends on how picky you are with the beaches and having space to sit. I tried no car Syros last summer and I ended up renting just for that reason, buses will have their own program that your wishes may not aling with
