It could be intoxicated by poison or medication.
I find it really unlikely that a wild jaguar and a soldier randomly formed any kind of bond.

Another good option is it was orphaned and taken care of by soldiers on base so it grew up around them. Happens in Asia with tigers and such on occasion

There’s actually three soldiers in the photo now I look.
It actually looks like a young jaguar to me. It looks large but its face it’s shaped like an adolescent. Not sure about that.
My money is on it being partially sedated and they took a funny photo before relocating it.
