In which scenarios are PDW ammunition (FN5.7 and HK4.6) truly applicable and superior to oldschool 9x19 ammo?

PDW was a concept that emerged in the late 20th century. at that time, ceramic armor plates were not yet common, and people typically possessed simple kevlar soft body armor that could only withstand 9x19mm rounds, which these PDW ammo (5.7 and 4.6) could penetrate. however, by the 21th century, their penetration power had lost its advantage.
these PDW rounds have the same kinetic energy as 9x19mm rounds with higher muzzle velocity and slightly enhanced penetration.due to their higher muzzle velocity they are more accurate and insignificant stronger armor-piercing capabilities(but not all these PDW ammo are AP rounds). this seems to be their real advantage————and very expensive.
PDW ammo's power cannot compare to 5.56x45. in situations where excessive penetration needs to be avoided,9x19mm ammunition is more suitable (enemies requiring such ammo are usually not wearing body armor). as for weapon compactness, modern SBRs with folding stocks, such as the HK G36C, are not very significantly larger than the P90 and even MP7.
I've always thought a MP5/MP5K (or something similar) firing FN 5.7x39 rounds would be the perfect pairing—yes, we have the P90, but it's still too bulky and loading its 50-round magazines is a huge hassle.

Pretty much none except for maybe as a flat shooting round for a competition use. 9mm has a greater available payload so it retains more energy at 200 yards. 556 in a 8" barrel is close in power to 5.7 in a 16". 556 out of anything less than a 12" is especially concussive indoors, which could create a use for 9mm and 5.7, except 300 aac not only has better performance at pdw ranges, but it also can be suppressed better than anything else.
The boring meta is 300 blackout right now. Maybe the ngsw round development will be applied to 556 and we'll get higher pressure 556 with increased velocity from shorter barrels.
What you want is an hk53. The hk437 is the current meta I that form factor currently.

There isn't enough data on performance of 5.7 in real world scenarios, and I don't know anything about 4.6, but also likely a lack of data.
The FBI has determined that 9mm in 137 or 145 grain 'law enforcement' type loads outperforms every other common round in its battery of tests.
It's likely that the smaller cross section of the two smaller calibers isn't enough to compete in barrier performance like a 9mm can. And if you can't apply lethal energy to a targets vitals hidden behind obstructing mass, then you just run into another Miami scenario.
I don't think their is anything 'tactically' superior to the above grain 9mm without moving into rifle rounds.

Lucky Gunner did a two-part series on 5.7 and reported that the European military units equipped with the P90 weren’t very impressed with the round.
