What was done to this civic and roughly how much did it cost?

Not super into cars but want to make my 2019 stock civic look like this(just the tire part). How much am I looking at spending and what do I have to get done?

Most of the budget is tires. Doing shitty 2" lifts is cheap. Drill out the studs on the shock, spacers made out of anything but cheese, long bolts, send it.
The real money comes out when you start correcting the suspension geometry to accommodate the new ride height. But even that can be cheap, spacers and long bolts to drop the subframe an inch, now the CV's are only an inch out of spec on a 2" lift.

This was my Pontiac vibe with strut spacers and oversized tires. I ended up removing the spacers because they burned thru one of my cv axles. But they only cost like $60 if i recall correctly.

You can put a strut spacer on, you can buy a kit for 300 or you can also just make your own with a block of 1.5" scrap wood for free and get longer bolts with loktite if you DGAF. Spacers are very simple, put space between the strut and the strut mount. I would not go over 1.5" though otherwise you run into issues like rubbing your CV axle.
Then you just need cheap ass mud tires. This can be achieved for like 200$ on Facebook marketplace. Just get some absolute death trap old mud tires already mounted on rims that have the same lug pattern. Then have a saw-jaw on hand to trim your fender for the tires.
Then buy a pack of zip ties for when your bumper gets ripped off and you have a shockingly capable civic!
