So I tested both kits, one in a 5800X build and another in a 5700X3D build with the same exact MOBO and the 4x3200 kit gave me better performance on both systems lol

4 Channell ram sticks are ok on AM 4, on AM 5 on the other hand they tend to buckle up with each other and end up not giving you the performance they are supposed to. There are some cases where even on AM 4 things can get weird to say at least (I say this from my and my friends experiences) but you should be fine. 2x16GB UNLESS the price difference is huge.
While AM4 is quite happy to run with 4 sticks of memory, it DOES put some extra stress on the memory controller having to sync all 4 memory channels (2xdual channel)

Obviously that MoBo and BIOS likes having all 4 slots filled even with slower memory. Not what I would have expected from what I've read and my own experience.

Just to be sure, you tested both CPUs with both sets of RAM? Or one set of RAM with one CPU and the other RAM with the other CPU?

2x16gb at 3600mts you can link it 1:1 with the infinity clock so its a nice little boost in performance for the 1% and 0.1% low fps.
Am4 doesnt have problems filling all ram channels but 2x16gb at a faster speed is definitely the choice I would (and did) make,
Went from 2x8gb at 3200mts to 32gb 3600mts instead of buying another identical 2x8gb.

At above 3200mts you need to manually set the fclock in 1:1 mode so id assume with the 3200mts its seeing it automatically 1:1,
Moving to 3600mts will swap it to 1:2 mode
3200mts at 1:1 will be faster than 1:2 at 3600mts.
