Seriously, at least I can only find one that squirts water as you pull back on the pump, and only then. It has no trigger mechanism. There is no pressure buildup to be released. The second kind that does have a trigger right now is electronic water gun. And yes, you read that correctly.
If i am incorrect, I will happily take the Cunningham's Law loss on this. Just please send me a link.

Used to work at EB Games. We kept nerf guns stashed throughout the store. After a rush of customers, while we were fixing up the store I’d sneak my nerf revolver out and send a whistling dart at one of my coworkers and everyone would dive for cover and scramble to get one of the stashed guns. War would ensue until the next customer came in and we’d pickup all the darts and re-stash the guns. Man that was a fun job.

Apparently Hasbro lost a $72.9M lawsuit against the original inventor of Super Soakers. They decided to stop manufacturing them in order to avoid having to pay more royalties on top of that.

Take this as some thought. While Sonic the Hedgehog figures had more shelf space, you could not find very specific characters anywhere. Most that were on the shelves were just Sonic. While characters such as Blaze, Chaos 0, and even most recently Tikal can not be found at stores anywhere. While they are available in nearly all stores that have a big enough toy section, they were impossible for normal people who just go in once a week/ every other week to find. Now lower the number of available stores by half. And now you've got a much lesser area to find them, and the scalpers/hard core collectors are more concentrated on those stores.

They will make as many as they believe to earn the highest marginal revenue, and then won't stop until they begin losing money beyond the nominal cost. These businesses have analysts and economists who earn hundreds of thousands of dollars per year figuring our production pricing curves to make the optimal amount of money. Sometimes they make mistakes (see supersoaker,) but they aren't doing a damned thing for scalpers or the resale market. They don't care, they do not make any more per unit.

Nah that lawsuit was in 2013. They'd almost completely stopped making the constant pressure system by 2011 other than one model.
The constant pressure system required much thicker plastic so the most likely reasoning is just plain old cost cutting. Saving a 2% royalty is a nice bonus but they're not going to abandon the design over that alone when they'd been paying for decades.

In the United States a "utility" patent lasts for 20 years. Utility, in this context, means a patent on how something works. Design patents, which cover how something looks, last for 15 years.
I don't know when the original Super Soaker patent was filed. But they were already patented and in production in 1991... which was 35 years ago.
I'm sure Hasbro would sue the absolute shit out of you and try to keep you tied up in court... but at this point the only real legal issue regarding making an air-pressurized chamber-based squirt gun with a pump action pressurization mechanism would be if you called it a "Super Soaker."
That would would infringe not on the utility patent or the design patent, but on the company's trademark and IP (which is a whole separate thing).
The only thing stopping anybody from making a 1:1 replica of the OG Super Soakers is a desire to avoid fighting Hasbro.

In the early 2000s, interestingly enough. It is perfectly legal for anyone to make pressurized water guns these days. Wikipedia says that there have been a few, but it direct offer details beyond that.
As for why they're not cluttering toy store shelves like they did back in 90s? No clue. But if I had to guess, it might be related to some lawsuits involving children rupturing their ear drums a few decades ago. Those CPS models were no joke.

Yeah. Put it this way: from ten feet a way it could leave welts and from a foot or two away you could carve trenches in the lawn. At close range it could probably cut skin but even I wasn’t dumb enough as a kid to try it. The 300 was the backpack. The 250 was the largest you could just hold.
The 100 and 150 were very similar to the 50, just slightly larger capacity

We used to keep a 5 gallon bucket filled with water ready for reloading and we had water gun fights. The 50 was perfect because it loaded pretty quick getting dunked in that 5 gallon bucket. It also still fit when the bucket was kind of low.

Apparently the inventor was receiving royalties after his company was bought out by Hasbro. The royalties were somehow miscalculated and he took Hasbro to court and was paid $73 million in unpaid royalties. Since then Hasbro was like "Ehhhh... Fucking that. They make a very similar one still the only real difference is that the tank is filled with a cap and not removable.
I have 4 of them and the smaller ones that function the same way. My son and the neighbor kids go ham on them and they have lasted a couple years already. I have been personally blasted many times and they are pretty much the same ones from the 90s.

Most of the original models were flimsy and many of mine broke. I had a pressure tank failure on the 250 shortly before a managed to snap the barrel.
Now, the XP150 on the other hand. I have one that’s still working like new. Those were built to last.
I had two. I turned the other one into a laser tag gun and painted it black.
I have a couple of the 20s that still work. Gotta be careful with them though. The plastic is getting brittle after 35 years.
