HDD its cheaper for mass storage of games. If your using steam you can have a library on the HDD and SSD and move games between easily.
This is assuming you already have a SSD and just need more space. If you dont have a SSD than 100% buy that instead.
My current setup is a 2tb SSD and 8tb HDD. Before I have used far smaller SSD and HDD I pulled out of storage to run in this configuration.

Games install that need to play frequently: SSD. Decade old game archives that hold precious memories: HDD. Not sure either: SSD.

Depends on what you mean by "storing". I'd still probably use an SSD for a lot of modern games, since they're bigger and require faster read/write. I even have a separate SSD for just my OS.
I have a lot of older games on my HDD though, which I have found more reliable with lack of failures. But my HDD is mainly for movies, pictures and stuff.

I use HDD for things such as pictures, video's, normal files.
Anything that I want to load fast, such as games and the OS, goes on the SSD

100% SSD if you want faster read/write times, HDD are good for back ups purely for the capacity.
SSD prices are on an upward trajectory at the moment so you need to spend quite a bit more than usual for say a 1TB.

if u plan to play modern games then SSD no question. many modern games use some form of direct storage to directly stream assets to the CPU instead of holding them in RAM which is great if u don't have a lot of RASM but really sucks on a HDD since their random speeds are so low
