Urban Dictionary has a "sexual" definition of goon going back to December 2006. It implies some of the same foolishness and low-character that calling the street rabble of a gang "goons" does. So the definition and usage is definitely older than I thought, but also I agree that it didn't hit the relative mainstream until 6-7 years ago.

SIGNA has been there forever. It’s for Signal Peak (also known as Red Mountain), which housed a fire lookout for the Southern Pacific snowsheds along Donner Pass back in the day. Used to be “SIGNAL” before the change to the current 5-letter designators.
