Speedbumps on the shoulder

It would either dissuade people from passing on the shoulder in heavy traffic, or provide entertainment as they get airborne.

A properly designed speed bump wouldn't launch them into the air, it would just slam the heck out of the undercarriage of their vehicle.
As amusing as this idea is, there would be an unfortunate side effect for responder vehicles trying to get past inattentive drivers in order to deal with an emergency.

Not just trying to get past inattentive drivers. If there’s an accident, odds are the highway will be at a standstill. The drivers would have no way to move out of the way.

Somebody would hit the bump, be in the air, and still try to merge aggressively.

It would render the shoulder virtually useless for its intended purpose of giving drivers somewhere to stop safely in an emergency and then return to traffic at speed
