RTX 3070 issue - no signal

Hello guys!
My PC is old and started to upgrade it. I recently bought RTX3070 to replace GTX660. Installed it into motherboard, but monitors says it's "no signal". Lights on graphic card is on, fans is working (don't if on 100% power), but nothing displays.
I know that PC is old and PSU under recommended power. But at least I want to know is it any chance to know if it's graphic card problem or just old hardware.
CPU: i7-3770K
Motherboard: ASUS P8Z77-V LX
PSU: 600 W

This might sound stupid but try reseating the card. If it’s not all the way into the PCIe slot it can behave this way.
