Questions on class 2

I've been reading my local penal codes and wish to make my own copy of a lime glider from scratch for someone disabled to commute. It appears these are legly class 2 but I am confused because all language on class definitions mention operable pedls but this lime bike has no pedls? Obviously the police are not impounding these off the downtown streets so these must be the model legl ebike, I see videos online of how cops go after ebikes the second you take your cranks off your bottom bracket so this is very confusing to me.
I by no means have the intentions of being some inflammatory emoto outlaw making this post, I have a family member who is physically challenged in her knees she just wants pedaling speeds with enough torque to get up a hill.
Why not just not pedl?
It's difficult for her to have her legs in a staggered position with the pedls especially with them being able to rock up and down.

Honestly, a bike shaped device is not the right thing for her.

A trike would offer more stability. If it's custom built, a hand crank instead of pedals is an option, in addition or instead of a throttle.

The Lime vehicle is not a bicycle. It is a micromobility vehicle, and based on its maximum speed or power, it would most likely be classified as an electric moped, motorscooter, or sit-down (kick) scooter depending on jurisdiction. (Despite "ped" in the name, pedals are not required for mopeds. It's just a holdover from when they did have pedals.) If it's considered an electric (kick) scooter, then you're pretty much in the clear. You should have the same privileges and be able to use any thruway accessible by bike.
If it's considered a moped or motorscooter, then you need to check your local regulations. Licensing may be required and it may require a motorcycle endorsement on top of the driver's license. Registration may be required. If registration is required, then you're going to have to deal with a lot of paperwork since it is a custom-built vehicle with no VIN and you'll have to make it street legal and pass a safety inspection. As a moped or motorscooter, you would not be able to ride on any sidewalk, bike lane, or trail.
