Childhood is a wild thing. You've got this brief window of opportunity to do shit that would land you with a felony charge in adult life. A bully can get away scott free so long as they wind it down before they hit adulthood, and an even slightly delayed bit of retribution ends up being a criminal offense. It's absurd when you think about it.

it's by design, schools are meant to keep the kids there in the working hours so their parents can go to work. so schools do the minimum they can and sweep as much filth under the rug as they can to keep the situation going, everything else is a by-product
