how do we help one another ?

Hi!
My name's Owen and I know next to nothing about e-bikes, but I'm trying to find a way to help someone on the other side of the country from me.
Yesterday, I was scrolling facebook and saw somebody post about their e-bike in an adult autism support group lamenting the fact that their e-bike is busted and that they're living in a rural area and are now functionally stuck. Again, it's someone who's already going through it so I feel for him. I got to chatting with the gentleman and he informed me that the brakes weren't functioning and that the brake fluid doesn't stay in the cables and leaks all over the brake discs. Is this something catastrophic? Could this reasonably be repaired? Again, I know nothing I just wanna help folks.
I'm not really sure if there's anything we can do to help this guy? What would you do if you were in this guy's shoes? Do you guys know anything about sourcing a reputable e-bike repairman remotely? Bonus points if you have e-bike repairman recs in washington state?

You definitely don't want to ride a bike that leaks brake fluid since that would tend to mean a loss of pressure in the system and reduced braking performance. However this isn't an issue specific to ebikes and any good shop should be able to fix it. It could be as simple as tightening some fittings. Or maybe replacing the brake hoses. Worst case replacing the brakes.
All of the above are potentially DIY jobs if you are mechanically inclined or are inclined to learn about bicycle brake systems.
