In the Season 3 episode, “The Hunted”, I always felt this was a strange moment with Riker and Worf.
It was pre Borg assimilation so there’s no additional concern from that standpoint. He really never showed this type of concern before either going back to earlier seasons when he felt the captain should join away missions.
Maybe I’m missing the context here. The only thing I can think of is he really felt uncertain about this planet of super soldiers more-so than any other situation.

Well, Roga Danar just dumptrucked everything the crew threw at him, and now the Captain's about to beam down to the planet KNOWING that Danar and his fellow Space Ninjas are likely to attack Lookalike Zefram Cochrane and his cronies, so...yeah. And I'm sure Worf was like "How the fuck am I supposed to keep him safe when he doesn't listen to ANYONE???"

Well, that's hardly true. Picard'll listen to Riker tell him why it's a terrible idea to beam down and then just uhhhh do it anyway.

One of Riker's most important jobs is to lead away missions so as to keep the captain safe; in fact, Riker refusing to allow Captain DeSoto to beam down during a hairy mission was, I believe, the reason Picard selected him for the Enterprise's first officer.
Now, here's Picard beaming down to a very hostile environment with a bare minimum security complement.
I mean, I agree with you in the sense that Worf knows the stakes.
But I also think Riker wants to make sure Worf knows that Riker knows. :P

I think it also subtlety tells Worf to be extra vigilant and call for beam out, and it’s not on Worfs head if the Captain disagrees, but on Riker’s

It was because Riker always ensured that Picard never went on away missions, especially dangerous ones. Riker was projecting on Worf to protect Picard.
