How do I interpret this lighting situation at M75?

Checkride tomorrow, planning to Malta, M75. Could that be typos for the MIRL section? It seems like a big jumbled mess. Papis and Mirl lights from dusk-0500Z, sure, then it just throws in “after 0700z, after 0500z ACTVT - CTAF”. So do I need to activate through Ctaf after 0700 or 0500?
Confusing. Help appreciated.

The “plus plus” sign next to the times. Meaning between 5-7 no matter what daylight savings is doing

No, there are not. The double dagger there in the AF/D on times indicates that the time slides with daylight savings time (keeps the same local time).

If the lights aren't on, activate them. It's not that complex. I suspect the after 7 is a red herring because what would you do between 5 (when they shutoff automatically) and 7 if you need them?
