I know exactly what this is as my elderly mum has them.
It’s the remnants of a crap “light up toilet bowl gizmo you can buy from eBay/temu etc.
It has an LED and LDR in it so if the lights are off, it makes a small coloured glow within the toilet bowl so it’s easier to find the toilet without turning the lights on.
It usually comes with a kind of plastic loop so you can hang it over the rim below the seat.
No, I have them and there is a whole box attached with a movement and light sensor. The led is on the end of the wire hit that bends into the loo.
It’s an underwater sensory light, or a fake tealight.
Knocked or dropped? Took one our kids hitting a fake ikea plant in the loo (how, I don’t know!!) off the windowsill to decide to have a minimalistic bathroom
As others have said, electric tea light. If there's no way it could have got in there while you lived there, any chance a previous tenant had kids who put it in there?

The toilet is a ceramic cleanable flat surface, whereas this has all sorts of gaps and crannys in it + you have to handle it to change the battery.

Also, they aren’t washed by flush, just rinsed, and the pre isn’t the problem, it’s the pee germs. I bleach my toilet daily tho so …

I've seen similar inside LED glow sticks. Just a very basic LED circuit with a couple of LR44 esque batteries. Entirely e-waste.

It just looks like trash to me. Probably some kind of light-up novelty item that's been broken, so only the base and the LED are left.
