It’s candle soot.
I know because my wife fucked yo our living room with it. We’ve just repainted it darker to hide it.

As someone else has said, it looks like candle soot, but as it's also in the kitchen I'd say it's mixing with oils in the air from cooking. A good clean down and repaint should fix it.

I’m a housing standards officer. Amongst other things I’m qualified in the HHSRS and inspect damp and mould every day. That’s not mould.
Mould has a texture to it and is usually more dense where the moisture ingress is (at the window seams here).
This is clearly some sort of smoke residue (be it from a candle, incense burner or similar). You can even see the wipe pattern where someone has tried to get rid of it.
Soot smears when it is wiped. Clean it with sugar soap, seal it with primer and give it a couple of coats of paint.
