There's no securement on there so all that was holding it together was whatever banding was on it. It either shifted enough to pop the bands through the eye, or there never were any, and the inner tail started waving around in the wind. Eventually enough of it worked out to snag on a road sign or something and then there was no stopping it.
Those are transferred inside the mill. They never have securement because those bunkers aren't going to let the coils go anywhere, except by unrolling inside out.
