it's a 747-400F (factory made freighter rather than a conversion)
well, assuming it's a -400 and not an older variant as I can't see the wing tips, but definitely not a -8F

If its tinker then Atlas Air N454PA is there currently and matches the livery.

The unpainted KC-135 is a pretty strong indicator it's Tinker. They do depot maintainence on them there.
