Tldr: Any class 1 ebikes that look like emotos?

My 13 year old has been crashing out for over a year about my refusal to purchase an "ebike" which was actually an emoto. Husband and I adamantly refused an emoto and thankfully our state (Utah) now has a law in place. Teen has outgrown their analog bike, so we are looking at replacements. We are happy to purchase a class 1 ebike and they have agreed to follow legal guidelines, but wants one that looks more like an emoto - are there any reputable ones? Budget max is $1500 (but would love less in case the excitement wears off cuz: teens)
Rider is 6'1 and still growing, 125 lbs. We live in a rural area, so riding will be a mix of dirt and asphalt (and lots of stabby weeds)

Frankly your kid will hate any legal ebike in this category. 750 watts will struggle on anything other than concrete or hard packed dirt. A class 1 has no throttle and is capped at 20 mph. A class 2 has a throttle and is capped at 20 mph. If hes riding with friends that have higher power bikes, he will be unable to keep up or follow the same paths. Just being real. Wattage limits are stupid, especially considering 750 watts continous is an arbitrary standard that is with literally every ebike of that metric peaking at far higher wattages. All 750 watts continuous means is that the motor was tested at that wattage and can run indefinitely at that power without overheating, which can be done by simply stopping testing at that level. Peak wattage is how much power the motor can handle for short periods of time without overheating. This dynamic makes wattage listings completely useless.

An e-moto frame is not in any way designed for pedaling, so it's unlikely you'll find one that's class 1.
But all electric mountain bikes are class 1.

That's great if it's a class 2 bike that you're making class 1 by removing the throttle, but changes nothing if it's a class 3 bike like the one in the picture that we're discussing.

All aventons I know of come out of the box class 2 and can be changed via app to pedal assist to 28 mph which is considered class 3 here with throttle, quite easy to lower speed and assist in the app. I usually leave it on 20mph pedal assist regardless but I’m not sure how many do that and not sure I could tell or would care. People are pretty respectful on the trails in my experience and there’s signage everywhere that emotos aren’t allowed.
I’m more replying to you because I saw in numerous other comments you seemed to be doubting the existence of definitively acceptable eMTBs and their allowance on trails of which from Aventon alone all of their bikes would be allowed

Paselec GS9 750W, Bonnell 775 MX, Half the Volton Bikes like the Volton A-Trail Ultra, Eunorau SPECTER-ST 2.0, Majority of Mointain Bikes using a Bafang Mid Drive, Majority mountain bikes using a Cyc Mid drive. I could probably keep going but it's not rocket science. All have throttles with a legal limiter to 20, a power limiter of 750w, and the ability to go 28 mph with pedal assist. Marking all 3 qualifications to be both a class 2 and 3 mountain bike

My extremely shitty Chinese but has been decently reliable Actbest Ranger V1 also falls under this as a Class 2/3
A quick google search could’ve found literally all of these. The Ramblas is my first choice by far though and can be unlocked for 28mph with really good tires and hydraulic brakes. Just has a hefty price tag. Whenever the Actbest shits itself beyond repair which hasn’t happened (yet) thankfully after nearly a year of daily riding and occasional aggressive trail riding I will make the jump.

Your view of what is a eMTB is super skewed and even just outright wrong. And Aventon literally labels the Aventure X and Ramblas ADV as such. If a full suspension, hyper light A frame, 29x2.4 mtb tires, 12 speed SRAM with a mid drive on pedal assist and 4 piston hydraulic brakes isn’t a mountain bike I don’t know what is.

IMO an eMTB is something that you could ride in a UCI event or on your local trails, so a DIY cadence sensing kit on a mountain bike doesn't count. I should know as I have one, and also an eMTB, which is an entirely different animal.

Class three with cadence sensor goes up to 28 mph. The difference between using a thumb throttle and ghost peddling at minimal detectable cadence to get your bike to max speed is… not much. I’ve always thought that Class 2/Class 3 distinction is weird and unhelpful.

My Class 3 does not allow me to ghost pedal. It starts to fade assistance after 20mph so by the time I hit 27.9mph I'm working as hard as I would on an acoustic bike, and 28mph is like a brick wall. I actually love it because it feels so much more natural than any class 1/2 that I've riden.
I have a Bosch motor and I know they're very anxious about anyone using their tech illegally, so it's probable thatess scrupulous manufacturers are doing it sketchy. But if Class 3 legally is what my bike does, I would actually prefer everyone ride Class 3. I'm never seeing anyone without a throttle goofing off.

There’s no legal requirement for your motor to slow its assist as you approach 28 mph, that’s just how yours is built. You could have a perfectly legal class 3 that takes you to 28 mph via cadence sensor if you wiggle your feet.

Yeah I think with the amount of power you have a throttle can make a difference, but my bike is only 350W so I can't do mixed traffic anyway, I'm just a fast bike that doesn't slow down much on hills.

Class 3 is technically no throttle. My e-bike shipped in a Class 2 configuration, with a throttle, with the option to open it up to Class 3 in the computer, but ONLY if the throttle is physically disconnected so that it meets the requirements of the law. I think that’s fair. I left it in Class 2 because most of the speed limits around me are 20 mph and I don’t really enjoy going much faster than that on a bike.

Not at all. Pedaling requires effort from the user and that acts as a natural deterrent from stupid behavior. I realize that ghost pedaling can be an issue, but with bikes that have torque sensors instead of cadence, you can't ghost pedal because it'll interpret the lack of torque as a signal to stop assistance. I would support Class 3 requiring torque sensing to prevent ghost pedaling. Ghost pedaling is also very dangerous because a small amount of excess friction in the drivetrain can cause the pedals to move on their own, and cause a runway condition. So I'd argue from a safety perspective that should be made impossible. But as far as the reasoning behind the 28mph Class 3 pedaling requirement, I can tell you that when I'm going that fast, I'm sweating and certainly not achieving that speed casually or quickly.

I read that People for Bikes made the Class 3 designation to be somewhat consistent with the S-Pedelec designation in the EU, so that manufacturers could make bikes for both markets. Unfortunately, S-Pelelecs can have up to 4,000 Watts of power and they are registered like motorcycles, so they are not very popular.
It is becoming apparent to me that the three-class system in the USA is too complex and difficult to enforce, which I think explains why states like Utah are going back to Class 1 only. Enforcement is as easy as observing: If it is going over 20 MPH or the rider is not pedaling without going downhill, then it is probably not Class 1.

The reason for the difference is for the class system is mesh with federal law and the insistence by many states/local jurisdictions to have such a distinction.

Eh slowing down ebikes is just as dangerous as allowing them to be too fast especially when considering blind corners. A driver will have less time to react vs if the biker can go just a bit faster (but still within reason). Plus, this just makes ebikes slower for larger/older people. I also find it ironic that people want slower bikes but not slower traffic.

I was just calling out the logical fallacy that faster bikes / e-bikes somehow make you safer in traffic, regardless of blind corner or not - heck if anything an argument can be made that you approaching faster makes you more susceptible to issue since you have less reaction time along with the driver. The biggest danger is and always will be that being put into traffic in general with a bike or motorcycle and nothing but clothes to protect you is always inherently risky.

It's not slowing down ebikes it's classifying them into the same speed class of a traditional bike. It clearly states that emotos aren't illegal they will be treated like motorcycles and mopeds of which is a very reasonable thing to do.
Slowing down traffic takes more than just changing some road signs and redesigned roadways would take into account slower speed of ebikes and other modes of transportation in that speed class through many different solutions while also providing ways to actually slow down high speed vehicles while on local streets .

A class 1 e-bike is a bike first and is going to require a lot of pedaling. E-Moto style bikes are throttle driven first with pedal assist. They are not comfortable to pedal for any extended amount of time and it's why you find most E-Motos in the Class III+ category. In my experience on an E-moto style bike, I use throttle only and can help the bike up hills with some pedal power. It's the opposite on a class 1, you pedal all the time and the motor helps you.
You might find a Chinese E-Moto style bike that conforms to class 1 standards but it won't be fun or practical to ride.

I would flip the script. Make this a teachable lesson. Have your son pick the bike, but first show him the law. Make sure he understands it. Then tell him he can pick whatever ebike that conforms to the law that meets your constraints (e.g., class 1 or 2, budget, etc.). Then send him off to do the research. He will of course try his best to find a loophole. If he returns with bikes that are actually emotos in disguise, then he’s shown you that he’s not ready to own one yet. If he returns with bikes that conform to spec then he’s proven himself responsible, and he will be happy with the aesthetics since it was his choice. His candidates will inevitably require some sort of compromise. You don’t want to be the bad guy choosing a bike he doesn’t like the look of or has specs he doesn’t accept.

Careful looking at "max speed" on these bikes. Some will list low max speeds because they are technically low max speed as long as the speed limiter wire is still intact. Look more at the bikes motor wattage (typically they advertise the peak) and voltage. 48v is a maybe depends on wattage. 60v is typically smaller emoto. 72v+ is larger fast emoto.
But this all comes down to wattage too. Technically you could make a street legal 72v 750w bike but not really sure what the point of that would be.

The new Juiced Scrambler is a Class 1,2,3 only. It has parental controls that allow you to set a top speed that cannot be changed without the pin code. It is definitely enoto style but It cannot be made to exceed 28mph.
They are owned by Lectric eBikes so there's a good size service network and solid customer support.

I am gonna be honest here. By getting an ebike that looks like emoto, they are gonna get more attention from nosy police or rangers. Bicycles should look like bicycles. You can look into some class 1 \~ class 3 offerings from Electra or Aventon, but would still extend budget to like \~2k.

I'll make the bike look normal and fake pedal when I see a cop.
I'll have a very legitimate looking sticker on the bike frame stating it's within regulations as per manufacturer specs. Just make sure it doesn't misrepresent anything and there is no crime, it's just a label with words that some people can choose to believe or not, and when the bike is tested (switch enabled to limit speed) it will perform within regulations.

I had an e-moto style bike last year that I would ride to and from work this was a bike that was easily able to go above 30, I was riding to work one day I would always kind of try to blend in by peddling so I would be a bit less conspicuous but a cop still saw me and pulled me over I was outside of the bike lane and apparently going 32 he didn't give me a ticket but instead gave me a citation
You can obviously do what you want but I would seriously not risk it especially if you were to put a beefier motor on a smaller frame a cop would see that and would probably assume you're trying to hide how powerful the bike is

Just have a mechanism that bricks your bike into being street legal the moment you really have to be. It's not hard. Put a huge sprocket on there so you can have the excuse that you were simply pedaling that fast and just like any other bike, upon certain conditions like road, weather, weight, and gravity/angle of road, you may be able to move with decent speed just as a biker using only their legs would.

plenty of shitty emotos come default set as class 1 or 2 and are easily modded to be unlocked. Don’t get one of these. It’ll burn your house down or your kid will mod it and go way too fast.
It is extremely generous of you to even consider buying him a bike of any kind. If you want to spend $1500 on this demand of his, get a high quality reputable class 1 mountain bike from a brand like Cannondale, Trek, or Aventon. It will last him a decade, unlike any e-moto junk.

This would be the sensible thing to do, but I'm not sure how happy the kid would be about it. He wants an emoto type and is already crashing out about it. He'd probably throw a fit if she came back with a nice Class 1 e mountain bike. I'm just worried that she would spend the money on it, and then the kid wouldn't ride it. Like that time on the Simpsons where Bart wanted the videogame Bonestorm but Marge got him Lee Carvallo's Putting Challenge instead. I'm not saying that she should buy him an emoto, but just really think about whether he would actually ride a nice class 1 e mountain bike.

I feel like a Class 3 bike is actually best for safety. There is no throttle, so if you want to go any speed, you have to pedal for it. Sure it can get up to 28mph, but it requires real effort to maintain speed. I think throttle are a temptation - I'm an adult and I want to vroom when I'm working on my wife's Class 2 bike. I find that my Class 3 feels like I'm riding bike and have mega muscles. Class 1/2 feels like I'm riding a moped, and the desire to play with power starts to tickle my mind. I say this as a former motorcyclist - just pulling on a throttle and feeling the bike pull you momentarily drops your IQ by 50 points and makes you want to act like a clown. If you're buying this for a teen and don't want him to do stupid stuff with it, not having a throttle at all might help. Just some observations from riding ebikes for about 5 years.

Because I rode an "ebike" in DC that had pedals, but they were NOT meant to be used. Pedaling them did propel the bike, but only if you pedaled at a ridiculous cadence and it looked like riding a clown bike becasie the cranks were so short and the gearing was terrible. It was a scooter. Full stop.
But it had "fully operable pedals" 🙄

On the dirtbike pedal kits you can choose to bolt it on but not actually connect it to the chain. Doing so keeps the drivetrain from getting fucked up from being unnecessarily complex. The cranks rotate but not propel the bike forward at all.
There are also ebikes where the pedals power a dyno which in turn powers the rear motor; no chain at all on those bikes.
The case could be made that either of these examples would be semi operable

I'd try and get him onto an Aventon Adventure. They're better for off-road than any moped style bikes. The off-road capability could be a good selling point and they have fat tires which are all the rage.
There are lots of them available used so you should be able to find one under $1k and you could spend the extra on modifications he thinks are cool like colorful grips/cranks/pedals, lights, nice helmet/jacket etc.

I hear you - basically zero bikes don’t allow cranks to be removed from the frame.
I think this is referencing a trend where certain light emotos, like Talaria or Sutton, have an optional pedal kit which can be installed as a way to exploit a loop hole in terms of definition of an ebike.
