I’ve been running a 5600x on 32gb of ram for a while - I started with a 3060ti and upgrade late last year to a 5060ti 16gb. Been playing Crimson desert at 1440p and it runs great. I would stay away from 8gb cards, preferably your gonna want a 12 or better would be a 16gb gpu to longevity. Gaming performance between a 5600x and an 8400 honestly would be negligible if you have a balanced card and are planning to play at 1080 or 1440p

GPU is just faster with more VRAM, 8400 is pretty poo poo, so although I'm not sure how it compares to 5600x, I doubt it's much better if at all, ram will be faster and upgrade path will be much greater, but for now 2nd option is better.

I'd do the first one if you'll make upgrades in the relatively near future, the second if you want to set it and forget it.

The 3080 is faster gpu compared to the rtx 5050.
Now the other pc does put you on the AM5 platform with better cpu and ram
