Ebike recommendations pls

Hello! I am 13 and looking for an ebike that goes 28mph, and has very good range. My budget is $1699 dollars. I want something that will last a long time and is good quality. I would prefer an all-terrain ebike if possible. I definitely want the best quality ebike for my budget, since im getting this ebike for having all A’s and B’s. Please give recs if you can!!

Idk shit about the emoto style bikes but I wouldn’t get one with how they’re cracking down on them.
Moped style bikes are heavy and ride more like motorcycles than bicycles. Pedaling them doesn’t feel good and throttle range is meh unless you get dual battery or a giant ass battery pack, which usually means a heavier bike. My TST dual battery could probably do 25-35 miles of only throttle at 25-28 mph. But it weighed 112lbs… my Ariel rider could only do 15-20 miles throttle only but could do 30 mph the entire time and weighed 80 lbs. you can add batteries to these bikes to get more range.
My lectric xpress 750 can do 28 mph for like 30 miles and it weighs 55 lbs. it looks and handles like a bicycle. Pedaling it feels good and the entire experience is different. Throttle is limited to 20 mph but pedal assist rockets you to 28mph.
My ride1up roadster v2 weighs 33lbs and you probably couldn’t even tell it’s an e bike. It goes 24 mph for like 40-50 miles but I have to pedal the entire time to get over 20mph. You can lift it with one hand though.
Goto a bike shop and test ride before buying something that way you really know what you want.
At your price point you can get a really nice class 3 e bike. Look into cadence sensors vs torque sensors. Really consider the weight of the bike you want and how you want to ride it. How far exactly do you want to go? All of these factors in

Unfortunately, this is not a good place to ask. Too bad too because it's titled 'ebikes'. Asking this question brings out all the amateur legal advice (which can be erroneous). And many users here are heavily biased against teens riding ebikes.
Now as to what ebike would suit you: The best thing you can do is look on various sites selling ebikes and find models with the features you like. Then search up user reviews for that particular model. Don't rely on those professional reviewers who get the ebike for free in exchange for a review because they are often biased. Find a review from someone who actually bought the ebike and rides it.

Happyrun G52 and strap another 48v 20ah battery to the top or bottom and you'll have a fairly long range street legal fat tire bike.
When I had it stock I couldn't get it over 28 mph. But then I upgraded the motor, controller, and batteries.

First I'd check your local laws, being under 16 you might have some issues there.
Second, at that price point I'd recommend looking for some deals on something your local bike shops will service. Even the best initial quality will only last so long and you'll need maintenance. Upway has a good second-hand selection, and you can often find things like last year's model on sale at those local bike shops. Brands like Aventon and Velotric have very wide service networks and solid bikes. Check out options like this Velotric Nomad 1 Plus or Aventon Aventure 2 or Aventure 3.

A Ride1Up Vorsa would be perfect for what you're asking. I strongly recommend finding a local bike shop that's willing to assemble it for you - you don't want to find out that you tightened a bolt wrong at 20+ mph.
The Vorsa ships as a Class 2 bike with a 20 mph speed limit. I would keep it there at first - give yourself some time to get used to the bike, riding in traffic, etc. - then three to six months later (or at age 18 if it's the law in your state) switch it to Class 3.

28mph is Class 3. Most states require you are 16 before you can ride a class 3 e-bike on the roads. Check your state and consider a class 2 e-bike rather than breaking the law for 2 years…
