Key Aspects of Line Up and Wait (LUAW):
Purpose: describes it as a way to increase efficiency, allowing departures immediately after another aircraft lands or another departure takes off.
Previous Terminology: Formerly known in the U.S. as "position and hold," the phrase was updated to align with ICAO international standards.
Pilot Action: Upon receiving the instruction, pilots taxi to the runway, turn to the runway heading, and prepare for immediate departure, usually at idle power.
Safety Requirements: If another aircraft is landing, ATC will inform the waiting pilot of the traffic (within 6 miles).
Limitations: LUAW is not authorized at all airports and is subject to restrictions, such as not being used if the runway is not visible from the tower or during certain low-visibility conditions.

One aircraft landing, while the other one is waiting to line up, with - as OP suggests - possibly have already received the conditional line up clearence behind the landing aircraft.
