If the Bus is More than 5 Minutes Late, It Should be Free

As I see it, it's not what I ordered at that point.

It is worse if the bus is 5 minutes early, which is what the bus driver have to do in order to never be late.
Given route with buses every 30 minutes its impossible for you to know the difference between a bus that is 25 minutes early and one that are 5 minutes late.

Or they could do like they do in Japan and give late slips, won’t make it easier to catch your next bus, but at least your employer will understand it’s not your fault

Sounds like a good way to put public transportation into a death spiral where poor service results in decreased revenues which in turn leaders to poorer service.

So, upon being late, the smart thing for the bus driver to do is just not pick you up at all. That way he can make his next stop on time. After all, you are no longer a paying customer.

Or more specifically, all buses should be paid for by taxes, just like the roads are.
