He didn't co-write it; he just came up with an idea that eventually evolved into the episode.
The episode was plotted by Ron Moore and the actual script was written by like five people over a weekend. (It had to be rushed because Whoopi Goldberg suddenly became available for that production slot.)

Umm.... Do you read fan fiction? Tasha Yar has TONS of fan-fic about her. And it's specifically because she died early that people find her so interesting. The lack of information sparks the imagination.

Yar feels like a character who if the actor had stayed on, would have been developed further. But it's somewhat hard to blame her for leaving, given how she had been treated up to that point.

Well, you can still fanfic her with her new husband Armus. All he had to do was create a dead clone and then rapidly swap the two.
He plays around with everyone a while and then they swear off the whole planet, forever stranding the two reluctant lovers.
Over the many years, Tar & Yar (as they prefer to be called) came to understand one another, and eventually a love blossomed from shared abandonment.
And Worf got the promotion he wanted all along and all it cost him was a colleague he needed gone anyway.

I had a Latino friend when I was younger and the first seasons of TNG were on air. He pronounced his Ys as Js at the time, so this character will forever be Tasha Jar to me.
It's really amusing that this has stuck with me for thirty years.
