are MSI mech cards that bad?

I found a rx 6600 for cheap since my gaming x gtx 1050 isn't able to keep up with new games but I've seen here a lot of people complaining about them getting a little too hot so I want to know if it is true or not

No, they are not. Brands do not matter, all gpus perform the same

The rx 6600 doesn't use much power, only 130 ish watts (it reports 100 Watts but I believe that is missing some other areas of power draw, just like other RX 6000 series gpus so the actual wattage is around 130 watts), and unless you have bad airflow in your case or a power hungry intel cpu in there or a warmer than usual avg room temp, then you should be fully fine. It's the big gpus like the RX 6800 XTs which eat ~330 Watts and need a good triple fan cooler and good airflow. Overclocking might be limited but I don't think it will make much a difference.
Yes from research it seems the Mech model is worse in cooling but if it is a good price compared to other models then it's worth it from what I know. An actual MSI Mech RX 6600 owner could guide you better, though I have a different branded one also with dual fan design.

I replaced a 1050ti for an rx 6600 powercolor fighter. Tbh it is a massive upgrade and was flawless but mind this pushes the cpu harder and in my experience the powercolor fighter was harrible with >40°C delta , hotspot easily close to 105. I undervolted , replaced ram pads with cheap gelid pads and used a sheet of ptm on the die. Has been flawless since then 4 years now. I run also a b580 and a 9060xt but that upgrade is good, just keep the mech serviced. Watch some youtube and see to ir.

It's much more about the specific card model rather than brands as a whole. Especially when it comes to temperatures because every brand has multiple completely different coolers for each GPU model. Look at actual review articles or videos for the specific model you're looking at, any proper review is going to include temperature tests and comparisons to other models and brands.
