I'm building my first ever gaming PC soon, I only ever really play single player/story driven games. I'm hoping to play tlou, rdr2, resident evil, etc at 1080p/1440p. Will this be enough? From what I've seen in tear videos it is but sooo many people in other reddit threads say it's not and I don't really know what to think, could anyone help me out?

I have a RX9060XT 16gb with a R5-5600 and a 1440p monitor and it works just fine for me.

That sounds be good for 1440p games at high settings.

Story games are basically the easiest case for the gpu, way less demanding than competitive shooters or new releases with full RT on. For the games you mentioned at 1440p high you'll be in the 70-90+ fps range easily. RDR2 and the RE remakes especially are well optimized so you'll be at the top of that range, TLOU is in a really good state too after all the patches.
the 16GB version is the right call. newer games like Indiana Jones or Hogwarts can push past 8GB at 1440p with high textures so you're set on vram for the next 2-3 years at least.
9600X is more than enough. single player games are GPU bound way more than CPU bound especially at 1440p, you won't feel the CPU being a limit on any of those.
Honestly don't overthink it, you good to go.

I have a 9060xt and 5600x combo and I can run most demanding games at 60-80 fps max settings 1440p. If I drop to medium/high and lose ray tracing I get much better frames and it looks good enough for me.

Some games at 1440p max settings can get pretty demanding. But the only solution there is drop boat loads of money for a slightly better experience. The 9060xt 16gb is a great 1440p card and will serve you well for years.
When you find a game that doesn't run as smoothly as you'd like, you can play with the settings to find a balance of performance to visuals you're happy with.
Daniel Owen's put out a great video recently showcasing how even on lower end hardware, you can still get a great experience that is not too different than someone spending a lot more https://youtu.be/DCaWHUIAMNw

Oh yeah, 9060 XT (16 GB) for story games will be fantastic.
