FFL not accepting paper license?

Good morning yall, recently made an order online for a handgun and went to pick it up from the ffl yesterday. I didn’t change my address on the DL so he said I needed a new license with matching address. I went online (I’m in Texas), changed my address, and now my id is on the way and I was provided with a paper one. I asked him if I could use the paper one… he said no. I asked if I could prove residency another way… he said no. I want to ask if he can transfer to another ffl since the other place didn’t matter, since the paper DL is a complete LEGAL form of identification. My license won’t come in until who knows when so I’m just gonna have a gun sitting at an ffl (not even a gun shop just some guys LLC, which I didn’t realize until after I made the order). Anything I can or should do? Thank in advance, and if I’m just slow then let me know

not trying to be a dick, but what’s the rush? I know I want my shit asap, but it’s on you with your mismatch id's. don’t be pissed cause the guy wants to protect his business! He wants to sell stuff, but if $25 could destroy his business, I too would be like fuck no. so just wait, cause by the time you find someone to accept the paper, then pay to get it transferred, then wait for the delivery, then pay another transfer, you’ll have your real one in hand.

Who said I was pissed off? I’m like mildly inconvenienced at most, anyone who dropped a lot of money on something would want it right away. If you read the other comments they agreed that while yes he’s being safe, he’s being very cautious… a paper ID is a government issued form of identification and residency. I gave him 5 different ways I could provide proof. Next time please read the comments, because I literally said I was just going to wait.

I only read the OP post, not the comments. you definitely sounded pissed and looking for someone to agree with your rant. you have/had choices and picked the wrong ones and now are looking for a shoulder to cry on. SO NEXT TIME don’t cry on Reddit and expect everyone to agree with your rant/crying post. if you can’t respect what the guy does to protect his business, then be more diligent on your research or don’t complain. I think you answered your own question. Find an ffl that will accept the paper id or wait till you get the real thing. Make sure he's cool with it being a week or two so he doesn't send it back.

That works, just call or talk to this FFL and make sure he knows and is ok with waiting. You don't want him sending it back for failure to collect the firearm.

During covid when my state was extending drivers license expiration dates my FFL wouldn't take them and would take the paper ones.

Law enforcement-at least here in Oklahoma-accepts the paper copy of your dl. It's perfectly valid because the Real ID is an issued on the spot. It comes via mail.

If you still have an unexpired DL card you just need another government doc with your current address you listed in section b on the front page.
The seller needs to look at question 26b. It is an area where supplemental government issued documentation can be recorded if the ID doc doesn't have the current residence address.
I can understand not taking a paper temp DL as an ID doc, but with your original DL and something else updated to new address like car registration, hunting license, etc. It seems like they are making this needlessly complicated.

Yeah, I tried the paper, my rent, a bill, I asked if I could use a hunting license but he said he’d get back to me then never did. I wouldn’t have picked him if PSA didn’t have so little options

I've always seen it recommended to get a fishing license in this circumstance. It's cheap, government-issued, contains your name and address, and you can pick one up on the spot at practically any sporting goods store.

I have had FFLs accept vehicle registration or other official government documents with the correct address vs. an old address on my ID.

Yeah I tried that, my bill, and I tried asking if my rental bill works. He wants the ID or the passport. Don’t have a passport

Legally, they can accept the old one plus the paper one as proof of a new address.
However they are not REQUIRED to accept such and can have more restrictive policies. Remember an FFL can deny a transfer for any reason.
However if you tell him to transfer your gun to a different FFL, he has to do that. It's your property, not his. Sure he can charge a processing and shipping fee, but he can't just keep it.
The easiest option may be to wait for your new license. They usually take like a week or two. Then take it as a lesson learned and don't use him again.

Yeah the guy said he’d hold it as long as needed. He’s very nice… just has some wonky rules. I would transfer it but I realized that would be like another $60 in fees and stuff so it’s not worth the hassle. Thank you

Given it sounds like a "Kitchen Table" LLC FFL, he's probably just extra cautious. These guys often don't have the same insurance or financial backing a traditional FFL would have and can be a bit more strict on rules.
It doesn't sound like malice, just him being cautious.

Yep, I'm an ffl myself, atf does not tolerate mistakes or give second chances very often.
