Im wondering whats inside motherboards and if its safe to cut them and file them?

There isn't anything highly toxic, but think about history: we're always coming across some study that says a material we've been using for decades causes health problems over long periods.
Motherboards contain resins, metals, fibres, solder, plastics etc. At the very least, I'd wear a respirator and gloves when doing the work, make sure you don't inhale any dust.
Once the jewelry is made, I don't think there's a large risk of problems.

the actual finished piece would pose no harm if sealed in eg epoxy, but the process of sanding is harmful due to the fiberglass and epoxy dust. just make sure u do it in well ventilated place with a mask.

With a respirator specifically (though an N95 mask would probably do the trick too, just not a standard surgical/covid-cloth mask, they mostly mitigate against you spreading particulate, not against particulate getting to you)

Nope. the boards themselves, ignoring any concerns over metals, are themselves toxic once ground to dust.
If you're dead set on it, make sure to wear lung protection.

If you use newer ones, probably. Older ones may use leaded solder, which you do not want to have touching your skin long-term.
