Big wheels vs small wheels ? could that explain the C11 chasing Benedict?

Saw that clip of Benedict Cumberbatch getting chased on his cargo bike, and it got me thinking
The guy chasing him looked like he was on a Fiido C11 , big wheels, CST 700×40C? maybe proper city roller.
Benedict was on a Tern GSD S10 , cargo beast, but actually smaller wheels than the C11.
Both bikes are limited to 25 km/h, right? But big wheels… they just feel faster. They roll over bumps, keep momentum better, and maybe that’s why a C11 could actually catch a bigger cargo bike that “ran a red light”?
I don’t know, maybe I’m overthinking it. Anyone ridden both? Is wheel size really that noticeable for keeping up in city traffic, or am I just imagining it?

25kmh is 25kmh regardless of wheel size. You can still push above 25kmh with human power, much easier to do on a regular bike than a cargo bike.

So. Uh. 10mph or 25mph are all the same speed, regardless of tire size.
Unless you are asking if he replaced his tied with larger ones? Then yes he may then go 5 or 10% faster.
