I were wondering why there are pirates at some coastal areas and then I heard that first there were bunch of small fishing boats and ships. Then a huge fishing ship came and fished all fish from that area.
Then there are fishermen with small boats and no way to provide for their families. No more fish in the sea where their boats could reach.
But wait! There are these huge cargo and oil tankers... we can't fish to get money for our families but we do have boats...
Am I wrong in here? I hope I am.

I feel like the "toolsets" required for one to be a pirate or a fisherman differs so vastly, that it's not such a quick and easy transition from one to another depend on fish yields.

What toolsets? You need a boat and a weapon. Cargo ships aren't known for having large crews.
