9070XT AMD + R7 7800X3D + 32gb DDR4 — 120 FPS but getting stutters (feels like 30 fps) all games. Been attempting fix for 6 months unsuccessfully.

Every game I play displays 120 fps—yet I get stutters for every game, pretty much reducing it to visually 30. I've done several reinstalls for my amd software/chipset/gpu, a few windows reinstalls/updates, and have attempted to change bios settings such as SAM and turning off CSM. My PSU is 1000w gold+, and my storage is 2tb nvme, B650M. Any suggestions? Been a gamer for 13 years, but now I'm reaching my end as I can't afford to continue this hobby.

120fps feeling like 30 across every game is almost always frametime pacing, not average fps. first weird thing: 7800x3d + b650m should be ddr5, not ddr4, so i'd verify the actual ram config/speed in CPU-Z because something is off there.
run CapFrameX for one bad session and keep HWiNFO open for gpu clocks, gpu usage, cpu effective clocks, ram speed, and disk activity. if the fps counter says 120 but CapFrameX shows huge frametime spikes, that's the real issue. also test once with bios fully stock, no expo/pbo/sam changes, just to see if the stutter follows the tuning.

I did what you said. I got exactly what you said. I got huge frametime spikes. I had a 130ms, and immediately dropped to 16.6ms for the rest of the game. This happens with every game. What should I do now? Thanks for this. I now have somewhere to start investigating again.

130ms is massive, that's the actual stutter. if it's happening across every game, i'd stop changing game settings and line up the CapFrameX spike with HWiNFO sensors from the same run.
watch cpu effective clocks, gpu clock/usage/power, ram/pagefile, and disk active time at the exact spike. if gpu clock/power drops, i'd chase driver/power. if disk/pagefile spikes, storage/ram. if all that looks normal, then i'd look at driver latency/background hooks.
if it's easier, dm me the CapFrameX graph + HWiNFO sensors from one bad run and i'll tell you what i'd chase first.

I appreciate you, man. Thanks to CapFrameX I was able to figure out that all of my components are in perfect working order, and that it's just Windows 11 and Adrenaline not getting along very well!
Apparently, I had to reinstall Adrenaline (amd control panel) and turn off Hyper-ECO mode. For some reason, when I initially reinstalled my drivers a long time ago, it never turned off that option.
Now, my games are back to full speed, and my frametime is perfect. I'm sure there are some other issues at play, but now I can get back to enjoying video games with the homies. You are my guardian angel!

Have you tried using Linux? AMD doesn't have any driver issues with it. Windows and Amd can sometimes have compatibility issues when it comes to drivers

Does it happen to all games? And have you try resetting your bios to default with no overclocks? And did you try updating bios? And how's your temps?

All games, even chrome tabs. Yes. No. Temps are excellent. I can try updating my bios, it's the only thing I haven't done. It said something about a (bitkey?) Or whatever to save on when I tried to update it, so I just held off.

If you're actually using DDR4, that's your problem, since the 7800X3D doesn't support DDR4.

More seriously, do you have EXPO / XMP enabled on the RAM? If you do, try turning it off and see if the issues persist.

Check if you're actually running your monitor's refresh rate in the advanced graphics tab under display in windows settings. Sometimes a windows update will reset it to 60 or even 30hz.
Alternatively, try turning HAGS on (or off, if it's on)and disable Core Isolation.

Is your RAM running at 1:1 gear ratio? If you have already downloaded CPU-Z check if the freq match or if one is halved.

Have you ruled out a defective or thermal throttling CPU or GPU?
Have you run the CPU and GPU through benchmarks (such as Passmark) and compared your scores to the average scores for the 9070XT?

I followed your advice. I downloaded an ran PassMark and got my score.

Sounds like a GPU problem. Are your 8-pin power plugs firmly plugged into the GPU and PSU (if modular)?
If so then your GPU might be defective. Do you have another GPU with the same power connectors to test to make sure your PSU/PSU plugs are not defective?

If the issue persists, follow Step 14. If the problem still remains, check Step 17 and ensure no overheating occurs, all component temperatures must remain stable.

Any other computers on your network? There was a redditor in one of the VR subreddits that was having consistent stutters and it turns out it was an unused but running media server application on a different PC on their home network. Sometimes performance hiccups can come from the weirdest of places.

Try turning off expo, your ram could be unstable, error correction (which does happen even without ecc in various ways) would keep it generally stable (not crashing) but can cause stutters like this.
Could also unfortunately be a bad CPU or other hardware issue

If youre really playing for the games you can accept lower frame rates and lower resolutions in the future to come(you have a great PC idk what you mean coming to an end really).
If you're not willing to sacrifice fps/fidelity, your probably more into the tech than actually gaming which is cool too. Maybe you could get into something like retro gaming/PC building?
