Original Pancake House by far has the best pancakes, even though they have shrunk, they still are top notch.
Honey Berry has very big portions, enough to share, pancakes are good and big.
IHOP, can't go wrong with their pancakes.
IMO, this is an odd question. Pancakes are one of the worlds' oldest foods, they are very easy to make at home or in a restaurant. Now if you want specific add-ins (nuts, etc) or specific flour, then maybe one could answer.
But my answer as is - literally any breakfast place can serve a decent pancake. Any place open at 8:00am, except maybe fast food and a school cafeteria. Those are the places that make acceptable pancakes. Everyone else's are fine.

1) Snooze - Pineapple Upside Down Pancake.
2) Urban Egg - Buttermilk or Blueberry pancake, with their house made syrup, they taste like a donut to me
3) Corner Bakery - I agree this is so solid, and the best of any counter-style restaurant
