Ryzen 5 5600 upgrade on AB350M-HD3 Mobo won’t boot

Need urgent help. I upgraded from a R3 1200 to a R5 5600 on my GA-AB350M-HD3 Motherboard. Before changing out the CPU, I made sure to update the BIOS in the correct order and steps (F22b current -> F31 -> F51g). I boot it up with the old CPU, it boots fine
So I swap the R5 5600 in along with a Deepcool AK400 CPU Cooler. Upon boot, I first get the “New CPU installed FTPM NV corrupted” message and I pick Option Y because I don’t use any encryption of any sort.
After that, it boots into Windows and everything is fine. I notice my CPU fan isn’t spinning because the CPU fan cable was in the way. So I shut my PC down and re-clip the CPU fan to adjust the cable and get it out of the way. I turn it on again (everything in the PC turns on for like a second then dies but turns back on) and the CPU fan is spinning now but it doesn’t post. No BIOS or Windows or anything. My monitor gets no signal.
I’ve seen people say to reseat RAM, GPU, check the mounting. So I do all of those. I reseat the RAM, then the GPU, then I tighten the cooler mount a little more to secure it. Still no boot. Please please, what do I do??

Have u tried re-seat cpu ? Could be when u adjust the cpu fan it got shifted somehow. Or else probably try re plug cmos battery

this is what i thought too but i ended up having someone else take a look at it for me first bc i didn’t wanna risk anything more. they got it to boot by taking the RAM out a couple times and giving it a good clean and air spray. i’m still baffled as to why that didn’t work for me but i’m just thankful it was simple

looks like you skipped the f40 bios before going to f51g.
"Before update BIOS to F40, you have to install EC FW Update Tool (B19.0517.1 or later version) to avoid 4DIMM DDR compatibility on 3rd Gen AMD Ryzen™ CPU."

Put the R3 1200 back in.
