"Fuck" in general is a very versatile word and can be good or bad. So if I had to take a guess I would assume it could be good or bad depending entirely on context.

The great thing about "Fuck" is that it can mean literally anything. It's used as a verb, adverb, adjective, noun....anything. You interpret it based on the context. If the person saying "This fucks" is excited, upbeat, etc then it means "This is awesome". If they're more down, angry, upset, then it means "This sucks".
Fuck is the absolute most versatile awesome word in English.

From the show Slicone Valley. Or at least one of the biggest sources of this phrase.
A character says “this guy fucks.” As a compliment saying that the person has sex a lot. And the person does not seem like they fuck a lot.
Well it turns out that character (Jared) did fuck a lot.
So now sometimes people will say anything along the lines of “this guy fucks” or “this song fucks” or “these chicken nuggets fuck.”
It’s like how an 8th grader boy thinks the coolest attributes someone can have is by now much sex they have. And it’s gotta be a lot to officially be referenced as “this guy fucks.” It’s very juvenile and usually meant to be funny.
You can go on YouTube and search “silicone valley this guy fucks” and you will see where this phrase likely came from. Idk if anyone else said that prior to this scene on this show.

Worth noting that the guy who says that is an insecure, off-putting billionaire man-child who everyone barely tolerates because he owns part of the company. When he sees Jared (with his awkward, uptight corporate normie presentation) for the first time it’s like the only way he can make sense of how he belongs with these other guys is that he must secretly be an absolute stickman.
I don’t know if it has that valence for everyone else, but that always sticks with me.

"Fuck" is an extremely versatile swear with a million different uses.
To say "this fucks" is a compliment because somebody who has lots of sexual success is often viewed as high-status. The perception of successful, attractive men is that they have lots of sex, so when you say "damn, that FUCKS," you're saying that thing is an exemplar, it's desirable, it's successful, strong, and sexy.

It's fairly new. I've actually only heard it in a similar context: "I fuck with 'Sinners'" meaning "I really really like 'Sinners'".
As others have said, "fuck" is one of the most versatile words in American English and can occupy pretty much any part of speech in different contexts.
