Can I still complete my NI contributions to qualify for a UK State Pension?

I’m a French citizen and worked in the UK between 2009 and 2018 paying National Insurance contributions during that time.
I moved back to France in 2018 and have been working there since.
I recently discovered that I currently only have 9 qualifying years on my NI record while 10 years are required to qualify for a UK State Pension. I had assumed I would at least receive a small UK pension to compensate for the years spent abroad, especially since those years also reduce my French pension.
I’ve just submitted a CF83 application to ask whether I can make voluntary NI contributions to fill the missing year, but I have no idea whether this is likely to be accepted, especially after the recent rule changes for people living abroad.
Has anyone been in a similar situation?
Was HMRC responsive/helpful?
And is there realistically a chance they will allow me to complete an extra qualifying year?
Thanks!
