13th birthday build bust

Built a PC for my sons 13th yesterday and everything went just fine until I decided to make a few recommended tweaks in the BIOS. Now it wont boot at all and I am getting the red CPU and yellow ram light on the MB.
Build list:
MSI 850 Gaming plus wifi6 MB
32 GB Zenith DDR5 memory kit
ASRock AMD Radeon RX 9070 Steel legend
AMD Ryzen 5 9600X
Thermalright Peerless Assassin 120 cooler
Seasonic focus 750w PSU
Silicon Power PCIE 2tb SSD
Tweaks I made before restart were to enable expo1 and changed curve optimizer to all cores negative with a magnitude of 20.
So far I have attempted to update BIOS with MSI.ROM on fat32 formatted drive with no partition name. Get a white blinking light followed by fans turning on briefly and after that a solid white light. No blinking light indicating update is taking place. I did this with all components including CPU/Memory/Video card removed and still no dice. I used the CMOS clear button and that didnt work either. This morning I removed the CMOS battery for about 10 minutes and that did not work. Ram was in A2/B2 initially. Tried just one stick in B2. I have tried to use Display port and hdmi from 9070 gpu as well as built in.
Any thoughts on what is going on? I ordered a replacement MB but I am just guessing on that. It had worked fine and windows 11 install went smooth etc. I have taken all of the suggested steps I had seen on other threads but nothing seems to work.

Undo all the tweaks they are not needed.

Would love to do that but I cannot get into BIOS at all. Wont POST. Red CPU and Yellow Ram debug lights are illuminated.

Ohh shit can’t get into the bios at all. If you get the motherboard just install it normally with no tweaks etc I guess.

So I was able to usb flash the bios. The flash bios light blinked for 5-6 minutes and then restarted and light went off so I assume that was a successful flash. I still have the red and yellow debug lights though. I cant imagine what could be going on at this point.

Replaced the motherboard with an ASUS but I believe it was actually faulty ram. I replaced that as well and was able to get it working again. Odd.

It could mean cpu failure or incorrectly seated ram

No it wont boot into windows.

Could be faulty ram. Do you have another pc with ram you can try in it.

I can grab some more ram but it worked fine before I made the bios adjustment. Everything was functional before that.
