How common is it in the USA for strangers to ask if someone needs help when they see them doing something?

In my country Algeria it is common for strangers to ask someone if they need help even if the person didn't ask for help, like when they see someone fixing a car, or see someone holding things, or collecting things. Usually it is men who ask strangers if they need help but sometimes women help men that they know. I’m asking this question because of cultural differences. A Swedish woman told me that in Sweden, many people don’t help strangers, and I also saw a YouTuber talking about statistics showing that many people in Japan don’t help strangers.
