This doesn't even look like a legitimate parking operator. It's possible that it's a total scam. At the very least just ignore as it's a legit parking operator who is completely incompetent.

Since you didn't find this on your windscreen and it came through the post almost a year after the alleged parking incident, for a Notice to Keeper to be validly sent, it must arrive within 14 days of the alleged parking event (or 14 days of them receiving the address from the DVLA, usually acting within 14 days of the event).
Check the date the alleged event happened (June last year) against the date the letter was sent. If this is a Notice to Keeper arriving months later, they may have failed to comply with PoFA, meaning they cannot hold you (the keeper) liable for the driver's actions - this coupled with the fact they sent it to the previous owners address more or less proves you weren't the driver parking the car, the previous owner was.
You bounce the matter back to National Parking - its not a criminal offence, it's a shakedown on there part - argue that interpretation: no evidence of parking provided, no photographic evidence, etc - not even time of alleged offense - they've got nothing on you as being the party responsible, they've just traced ownership of the car via its registration details and are trying to go for you as the vehicles current owner rather than the actual guilty party.
Use the appeals procedure as stated on the letter.

The appeal will fail. because they are a company wanting the cash. When it gets to Popla it will probably be dismissed

I would say you can pretty safely ignore this. These companies do, very occasionally, take cases to court, but not ones like this where they have no decent evidence and can't even be bothered to update the generic fields on the letter.
