Was she born in England or Wales? If so, you should be able to obtain a copy from the General Registry Office for about £12 https://www.gov.uk/order-copy-birth-death-marriage-certificate (Scotland has a similar but separate system)
IF she was born outside the UK you would need to serach to see whether it is possible to obtain a duplicate certificate from that country , and if so, how.

Yeah this is what I did for my dad who I also have no contact with. They had to do a lookup for me, I think, based on the details I had, it took about a week.

If your mum was born in UK, there should be no problem obtaining her birth certificate. If this isn't the case and you can't get a foreign birth certificate easily then you need to ask the passport office advice line me for other options - that's what they're there for.

I use to work for HMPO, besides the already mentioned get a certified copy of the birth cert. You can write a letter explaining the difficulty. Then depending on your dad if hes a british citizen you can get you british passport through him.
There are other stupid factors like if your parents werent married by a certain date (i think 2006) when you were born. If theyre not then itll only go down the mothers line.
Best thing to do though is to phone the hmpo line and theyll advise you

Are you applying digitally or physically? When i applied physically a few years back I filled in the father section but didn't send any documents and wrote that I was non contact with him for over 10 years (in the section where you can write), they accepted it

Assuming you were born in the UK before 2006, you will either need your mother’s birth certificate OR your father’s birth certificate + his marriage marriage certificate to your mum. This is because you are not a British citizen unless your mother is British or your father is British and married to your mum.
If your mother was born in the UK, she has a birth certificate. If you need help finding it, I can have a look for you as I do this all the time.

If you were born in the UK before 2006 and your father was married to your estranged mother, then you’re British. Alternatively, you’d have provided your estranged mother’s birth certificate.

Born in the 80’s, parents weren’t married, didn’t have the certificate. Maybe in this instance my Irish dad is considered equal to a British citizen.

Born before 1983 means you were British regardless of your parents’ nationality or marriage.

Have you tried obtaining it from there? I know someone in a similar situation, no contact with their mother, and it did make getting a passport difficult.

Her birth certificate does NOT actually exist on there, she was born 5th july 1981 the year does NOT let me go that low i tried her adoption last name and her mothers maiden which is blayney.
on my certificate it says blayney

You don’t need to search the index. Just order a birth certificate and pay the extra £3.50 for them to do a file search.

Can confirm. Some certificates have index numbers on freebmd, and some years' certificates just aren't listed there yet. So you essentially pay a bit more to the GRO to search for you without an index number.

On the homepage, click on ‘Order a certificate or PDF’ and follow the steps. (You seem to be on the ‘Search the GRO indexes’ page at the moment.)

Where do you live? If you’re near London you can get it from the National Archive at Kew in person.
Make a day of it and visit Kew Gardens too.
(At least you could when I did it a few years ago).

They’re not kept at the National Archives, so don’t waste your time. It’s ordered from the GRO online or the local council where the birth was registered.

I had a similar issue, didn’t have my mums birth certificate or even know how to spell her name. Couldn’t figure it out online, ended up using the Post Office check and send service and they helped me complete it just using my dad’s details.
