Couple Canadian IFR Questions

Maybe I am misinterpreting the Cap Gen but I have a scenario that I was asked and was hoping any fellow Canadian pilots can help me understand.
Say I am a GA pilot and RVR during my approach is 1200 which is all fine and dandy. Sure I can shoot the approach ,but assume I get runway in sight and the runway level of service does support 1200RVR. As a GA aircraft can i legally land or is there an OPs SPEC to land below the standard 2600RVR or 1/2SM?

Check the CFS. Any runway with an approach down to 1200RVR should have a 1/4SM visibility minimum.

Runway level of service = the required aerodrome operating visibility, so your rvr 1200 runway and reported 1200 rvr means you’re not landing ‘below’ anything.
