ULPT Request: Someone tried to steal my dad's identity, I have his address

My dad got a notice from USPS that his mail would be forwarded to a man I'll refer to as Jack Koff. We did the normal stuff (cancel the forwarding with USPS, file a police report, etc.) and the police gave us the address Jack was attempting to forward my dad's mail to.
I did a few minutes of research and have the name of the person who owns the property receiving the mail. But this guy's name isn't associated with the property at all. It was sold in January, so my guess is he's a renter and scamming lots of people from that address.
I want to dissuade Mr. Koff from trying this stuff again. I'm planning on mailing piss discs, but what else can I do? This guy is on the opposite coast as me in the US, so driving over there isn't an option.

I did not think of this, but it tracks. The property is owned by an elderly person, and it was recently transferred to his daughter in the last few months. So it’s very likely no one is actually living there right now. We did file a report with the postal inspector as well as the local police, thank you.

In my experience, these scammers are usually a neighbor of the addressee. They watch for the package delivery and pluck it off the porch or pull it from the mailbox. The addressee is usually an out-of-town owner of a vacant rental house. Sometimes the address is a trap house, but that's risky because you don't want to mix your lines of business and attract police attention for your fraud that will shut down your drug operation.

Don't mail piss discs. You can get in a lot of trouble for sending undeclared hazmats in the mail.

Or just fuck his dad, as the go-to alternative to the good ol' piss disk. Sure, it requires a lot more effort and determination, but no laws need to be broken and the payoff is immensely better.

Don't just speak to your local police force. Contact the United States postal inspector service. This is their job and they take it seriously. There are federal law enforcement agents for this.
