Weird shell identifcation

Hello,
Im searching help to identify this shell with a very weird rim, never seen anything like this.
For context iv found it with brunchs of very old ammos which probavly goes back to USA troops presence in New Caledonia for world war 2

Do you have any better pictures?
If it is a shell of some kind, a flare or signaling device wouldn't be out of the question. Otherwise it could be some type of demolition fuse.
